The members of the ARB are appointed by the Board of Directors. The Board of Directors are elected by the Taxing Entities. A detailed description of how this process works is explained here at the State Comptroller's Website. The Comptroller also publishes The Appraisal Review Board Manual as a guideline for ARB members.
